CG Cabinet Clears Ease of Doing Business Bill; Chhattisgarh Set to Become First State with Landmark Business Reform Law

Raipur: The Chhattisgarh Cabinet on Wednesday approved the draft of the Chhattisgarh Ease of Doing Business (Exemption and Facilitation) Bill, 2026, marking a major reform aimed at making the state more attractive for industries and investors. The meeting was chaired by Chief Minister Vishnu Deo Sai.

With this move, the state government claims Chhattisgarh will become the first state in India to introduce a comprehensive law focused on simplifying business regulations through a single legal framework.

Focus on Faster Approvals

The proposed law aims to make the process of setting up industries and businesses easier by reducing unnecessary approvals and paperwork. It promises a transparent, digital and time-bound system for investors.

One of the biggest highlights of the Bill is the provision of Deemed Permission. If an application is not decided within the prescribed time, approval will be considered granted automatically, helping projects move faster.

Less Paperwork, More Transparency

The Bill also introduces Self-Certification, allowing businesses to certify compliance with several regulations on their own. It further provides for Third-Party Verification and Risk-Based Inspection, ensuring inspections are carried out only where necessary instead of routine checks.

Another important reform is the removal of duplicate licensing requirements, which is expected to reduce compliance costs and make it easier for entrepreneurs to start and expand businesses.

Expected Impact

The government believes the new law will improve the state’s investment climate, attract new industries and generate employment opportunities. Officials said the reform is expected to strengthen Chhattisgarh’s position as an emerging industrial destination while making government services more efficient and investor-friendly.

Cabinet’s Reform Agenda

The Ease of Doing Business Bill was among several important decisions taken by the Cabinet during its meeting. The government said the proposed legislation reflects its commitment to administrative reforms, faster service delivery and sustainable economic growth.
